At the mo it's only applicable if you live in Scotland.

You don't need a licence in England at the moment.
You will first need some customers so go out and knock some doors to see how many you can get.
When you have enough for a couple of weeks work buy your ladders or wfp if you can afford one. Your other equipement like bucket and scrim etc.
Then the most important thing then is to register your business with the Inland Revenue.
