no idea, I maintain my side of the hedge and the neighbour does their side, the hedge is on their side so seems to be the decent thing to do

you can quietly push long copper nails into the tree bottoms-it will kill the trees another way is to water around the roots with salt water for a few weeks

I dont think there is much you can do legally about the height but if its growing over your long you are entitled to cut it back and throw to cuttings onto her side,
why dont you talk to her have you had a bust up or just dont know her very well ?
if you dont like her kill the hedge she wont know its you and if she does she cant prove it.
