Ubik2000 works well for me to deep clean filthy/baked on algea, lichen & dirt off white UPVC - finials & crests etc.  But I would not use it on so say self cleaning glass.

Not tried it yet but I would imagine a commercial steamer would work just as well to clean UPVC using no chems at all.
